What your storage water heater does most of the time is wait. When it’s not providing hot water on demand to taps throughout your house or heating incoming cold water to the proper temperature in the tank, the water heater’s in standby mode: The burner is turned off and the flow of water through the system is at a standstill. How much  energy loss occurs in standby and how fast the water cools before the burner kicks on again to re-heat it are important system efficiency factors. The less standby energy loss, the lower the utility costs in gas or electricity. A water heater’s R-factor refers to the amount of insulation around the tank.
